10 Arrested in Cape Coral Drug and Racketeering Case Linked to High School

Cape Coral, FL – Ten people have been arrested in a large-scale drug trafficking and money laundering investigation tied to a high school in Cape Coral, the State Attorney’s Office announced Thursday. Seven of the suspects face racketeering charges.

The operation, dubbed “Operation: No Cap,” began in 2020 and revealed the sale of THC vape pens at an unspecified local high school. Authorities also uncovered distribution of fentanyl, synthetic opioids, methamphetamine, and oxycodone throughout the area.

Undercover officers witnessed a Lamborghini delivering drugs during the early phase of the investigation, leading to a high-speed pursuit and a crash with a Cape Coral police cruiser. Residents of Malibu Court and El Dorado Parkway recall the 2022 incident vividly.

Jordan Octavian, one of the suspects, was indicted for first-degree murder in connection with a fentanyl overdose that killed a man. “The victim’s family told me to do whatever it takes so that another family doesn’t suffer the same pain,” said Cape Coral Police Chief Anthony Sizemore.

In total, investigators seized 10 firearms. Law enforcement agencies involved include Cape Coral Police, Homeland Security, Florida Department of Law Enforcement, and several county authorities.

“We will arrest you and charge you not just with trafficking, but also with crimes like RICO and first-degree murder if your actions lead to death,” said State Attorney Amira Fox.
