Norfolk, Virginia. For a 4-year-old boy who was kidnapped in Norfolk on Monday morning, the Virginia State Police and the Virginia Missing Children Clearinghouse have issued an Amber Alert.
Kai Foreman was taken from the 900 block of East Liberty Street at approximately 11:40 a.m., according to the Norfolk Police Department. The infant is thought to be in grave danger, according to authorities.
According to the description, Kai Foreman is a Black man who is 3 feet 6 inches tall, 40 pounds, has brown eyes and black hair. He was last spotted sporting a grey True Religion T-shirt, blue shorts, and red Crocs.
Tyli Nekah Scott, a 27-year-old Black man with brown eyes and black hair worn in tiny braids, was recognized by police as the alleged kidnapper. He weighs 173 pounds, stands 6 feet 1 inch tall, and was last seen sporting a ski mask, khakis, and a plaid shirt.
Authorities urge public assistance
The suspect and child are being intensively sought after by law enforcement authorities around the state. As of yet, no vehicle details have been made public. While the investigation is ongoing, the Amber Alert is still in effect.
