Around 9 a.m. on Monday, PCSO said OEM told them about a car that was submerged near Rixie Road.

When they got there, they found the car on the west side of Rixie Road and found the victim, who was identified as Edward Crane Scott, 50.

Officials from the PCSO said that the investigation is still going on and that more details will be shared as soon as they are ready.
